When you go to non full screen you need to make sure your desktop settings are set to run at 144. Destiny 2 is different. I am using Window mode amd Window capture as per Bungie's recommendation. I am using x.264, 3000kbps upload, slow preset, main profile. Reducing the preset to a "faster" preset didn't really help. Changing core affinity, increasing application "importance" in Windows for OBS doesn't help. Gamemode is off.
